Vacancies Will Be Filled In The Following Specialty AreasHuman Resources Operations, Talent Acquisition, and Hiring Operations
The following are the duties of this position at the full working level.
  • Serves as a Hiring Operations point of contact and advisor to BOD customers on complex technical issues, formulation of hiring plans, and execution of recruitment and hiring strategies. Builds rapport with new or existing customers. Provides technical advice to various BOD customers at all leadership levels, regarding HR initiatives and processes to drive continuous improvement in theareas of recruitment and staffing.
  • Uses a wide range of applicable federal and IRS-specific, law, policies, regulations, and standards to advise customers on hiring flexibilities and determine the best hiring path to meet identified needs.
  • Deploys research and analytical techniques to resolve issues of a complex nature that could negatively impact a large population or wide-scale program. Understands full range of recruitment and staffing flexibilities to provide alternative solutions when the standard option does not meet the needs of the customer.
  • Uses staffing system and reports knowledge to facilitate conversations about hiring progress with leadership and customers to identify potential bottlenecks, and keep stakeholders informed.
  • Provides information and/or advice and technical assistance to all levels of business based human resource support staff, program managers, and operating officials on the full range of legal or regulatory requirements relating to recruitment and staffing.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework.   • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • A 1-year probationary period is required.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position at the grade 13 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Specialized experience for this position includes: Experience applying a wide range of concepts, principles, practices, laws, and regulations of various HR (human resources) specialties such as recruitment, staffing, position management/position classification, workforce restructuring, employment practices, and compliance. Experience providing advice and technical assistance at varying levels and ensuring compliance to laws and HR regulations within the assigned area. Knowledge of and skill in HR concepts, principles, and practices and applying relevant laws, policies, and regulations in order to assist managers and to identify and propose solutions to HR problems and issues. Experience analyzing conflicting or ambiguous information and identifying/recommending appropriate resolutions for complex, interrelated HR problems and challenges. Experience with automated HR systems and databases to effectively and efficiently complete assignments including developing, interpreting, and analyzing data extracts and reports and developing the most efficient and effective automated systems approaches for presenting HR reports and graphics for management. Oral, written, and consultative skills sufficient to meet and deal tactfully and persuasively with others to develop/persuade/negotiate a wide range of difficult technical and policy issues and to solicit or provide information in a highly effective and clear manner.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
